Neighbourhood Planning - Background
Neighbourhood Plans were brought into being by the Localism Act 2011, with the intention of enabling communities to play a much stronger role in shaping the areas in which they live and work and in supporting new development proposals.
A Neighbourhood Plan forms part of the development plan and sits alongside the Local Plan prepared by Breckland District Council. Decisions on planning applications are made using both the Local Plan and the Neighbourhood Plan, and any other material considerations.
Swanton Morley Neighbourhood Plan was approved by Breckland Council in Dec. 2019.

The Breckland Local Plan (adapted) was adopted in 2019. The Government requires local planning authorities to review (and if necessary update) their local development documents at least every five years. This does not mean that all of the Plan will require to be updated and those parts of the current Plan that are considered to be up to date and still have Council support will be carried forward into the updated Plan.
Breckland Council is currently reviewing its local plan and a draft will be available later in the year.
Swanton Morley Neighbourhood Plan will be reviewed in 2024.

PLANNING
Breckland Council are responsible for planning applications and decisions. The Parish Council comment and make recommendation, with reference to the Neighbourhood Plan as appropriate.
